Ongoing contract for existing housing stock, ad hoc insurance works and emergency asbestos removal works across the South West of England

We were contracted by Fortem Solutions Ltd to provide ongoing licensed and non-licensed asbestos removal works across a South West of England framework project, following a successful tendering process in which we clearly demonstrated extensive experience in providing asbestos removal services on frameworks of a similar nature.

The works on this ongoing contract are to existing housing stock, ad hoc insurance works and emergency asbestos removal works.  This framework spans across 300 properties within a large geographical area.  The removal projects range from one day to longer duration works dependant on requirements.

Project requirements

During these works, our site team has conducted removal works on a number of different asbestos containing materials – asbestos insulation board, asbestos insulation debris, asbestos floor tiles, asbestos cement, asbestos textured coating, and many more asbestos containing materials.

Due to the geographical area that required removal works, a number of designated Fortem teams were established to cover requirements.  As part of this resource allocation, a number of emergency teams were created for 24/7 response should this be required.  These teams each included a nominated Horizon Contracts Manger and are on rotational stand by to handle emergencies.  Each team that is on rotation has all the equipment and materials on board to deal with the most common of public housing stock emergencies for example burst water pipes causing ceiling collapse. To provide further emergency assistance, we have a similar agreement in place with a number of pre-qualified local UKAS accredited air management companies to undertake emergency air testing as required.

Challenges on site

At the start of the contract there was a number of occasions of works being aborted due to tenants advising they had no knowledge of the upcoming appointments for asbestos removal works.  This was resolved by Horizon adding further measures to the tenant contacting procedure.  Initially appointments were made via telephone with a follow up letter confirming bookings.  To further reinforce these procedures, an additional reminder letter was sent one week prior to the designated date of removal works and additional phone calls 24 hours prior to works commencing.

The works undertaken so far have been to occupied and void properties.  To ensure client and tenant satisfaction, we have taken a sensitive and proactive approach paying particular attention to organising works with tenants and discussing works durations.

Project outcome

We successfully delivered projects throughout the first year of the framework leading to an additional one year extension.  All works have been completed to schedule and within budget with high levels of praise received from Fortem Solutions and tenants for the high standards of works undertaken by those affiliated with the project from management level through to site team level.
